Resetting my old iPhone

I have tried to reset my old phone but it keeps telling me that my Passcode is incorrect. I have tried EVERYTHING. I have reset it and still tells me it's wrong. I have turn the phone on and off plenty of times, and still nothing. I'm currently on 31 Failed attempts and have no idea what I am doing wrong.

iPhone 4s, iOS 9

Then you need to restore it from recovery mode. If you follow the instructions in this support article it will not ask for any passcodes—>If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
