Watch 3 Side Button Doesn't Open Dock

The manual indicates that you can press the side button on the watch and that will open the "Dock" - either with recent apps used or "favorites" that have been selected in the iPhone Watch app. On my Watch 3, the side button doesn't show the doc at all - it does nothing. (A long push opens the Power and SOS options - so I know the button is functioning.). Pressing the Digital Crown opens all my apps - so I can select apps that way. But, I don't seem to be able to display my "favorites" (selected in the iPhone Watch app) with the side button.

Anyone else run into this problem? Is there a setting somewhere I have missed?
