I am having the same issue. Pages and Numbers will not update. I am running the latest version of Catalina. I click update and the circle just spins. I tried following directions of clicking user name in lower left corner and the circle just spins after clicking Update.
Just to be clear, these are not Pages '09 or Numbers '09 application that you refer too, and that the existing versions are v8.2.1 and 6.2.1 respectively. Assumption: signed into the Mac App Store with the same Apple ID as associated with the Mac, and the previous Pages and Numbers applications.
Reboot your Mac, and then revisit the Mac App Store page for each application and click the update, or download button.
{Pages, Numbers, Keynote} v10 require that you already have macOS Mojave, or Catalina installed on your Mac, as that is the installation requirement for these applications.
That did work. Thanks
Had to do that myself recently, and something must be messed up with the software update servers at Apple.
