There was an error on a purchase and my account is blocked

Hello my account has been blocked in iTunes I’m guessing it’s due to a purchase that it redirected to my wife’s card and was refunded

iPhone 11 Pro Max, iOS 13

If your account is disabled in iTunes you will need to contact apple to be able to unlock it.
