What are settings to update iCloud contacts across all devices no matter where contact is added?

I add a contact on my iPhone. I update contacts from phone to iCloud. I still don't see that contact on my iMac. I add contacts to my iMac iCloud contacts...they don't appear on my phone. How to change my settings to fix this problem? This is important because I end up sometimes adding them again and now the contacts are getting to be a mess.

What you want to do should work if you enable contact syncing on both devices. On your phone, go Settings > Apple ID/Name > iCloud and then turn contacts on. On you Mac, go System Preferences iCloud (or Apple ID on a Catalina machine) and then check mark Contacts.
