Unable to open downloaded APPS

I cannot open ANY downloaded apps, "****" Is damaged and can't be opened. You should move it to the Trash". I can not override with CTRL-Click in Finder and even though I change the security settings the settings to allow apps from Apple and other sources, it changes back to APP STORE ONLY. Beyond frustrated.

Is the Mac managed by a company? It shouldn’t change the setting on its own.


Try download and inatall while booted in Safe Mode.
