Hello, as the Apple Watch series 4 isn’t on the website, is it available to get at the Orchard Road Apple store?

If and only if the Orchard Road Apple Store has old inventory in stock. You would have to contact the store to find out.
This is unlikely, as Apple has stopped manufacturing the Series 4 Apple Watch, and switch the Series 4 manufacturing lines over to making the Series 5.
