I got a new phone and I was the organizer, but now when I try to go to set up family sharing it says "Cannot start family sharing you are part of ____________ family. You need to leave your current family group before you can set up or join a new one.

You shouldn't need to set it up again. Simply log in with the same Apple ID that you did with your previous iPhone.
