It is legal to downgrade iOS version?

I have iPhone 8 and facing some hang problems after updating iOS software to latest version. It is legal to downgrade back to previous version and if legal than what is the method?

Apple doesn't allow it and therefore you cannot. It's not possible to downgrade, legal or not legal.
