I can’t download anything because of previous billing issue
I haven’t even bought anything that costs moneys and every time I try to buy something it takes me to billing info even though I have payments set to “none” I don’t know what to do.

I suggest that you don't set up and use another Apple ID. You will lose access to all previous purchases.

If you do not owe, then put in billing info ANYWAY (even if u never will use) and you will not even be charged in order to just get past this issue. Also, if u choose not to do it this way, there should be an option on that billing page to “skip” that. If you still have problems, do what I did and create a new iCloud account.
