Silence Option always off

Under the DND section, silence options are Always or When the iPhone is locked. I don't want either option. How do I change this to never

Those selections only apply when Do Not Disturb is turned on. You have to select one or the other when Do Not Disturb is on. Those settings will have no affect on your phone if Do Not Disturb is off.
