When I try to update my iPhone 5c to 10.3.4, Software Update says that my iPhone has the newest version available for iPhone 5c, 10.3.3. Will I be able to use it after November 3? How can I update my iPhone 5c to 10.3.4?

hellow, i had the same problem, i have the 5c iphone
and i just came back from the apple store, they tried a forced update to the phone manually and said ,
it did not take it, there for the software can't do the update and that is the best the phone can be updated.
There is no need to. The GPS bug affects the iPhone 5 (2012), not the iPhone 5c (2013). They are similar, but still different iPhones.
The latest version for the 5c is 10.3.3, 10.3.4 is only available for the iPhone 5 and the 4th generation iPad WiFi + Cellular.
