Screen Time Not Working Properly

I'm having a few issues with Screen Time.

  1. Screen Time data sometimes doesn't display (iOS 13/iPadOS 13/macOS Catalina)
  2. An iPhone I gave to one of my family members is still showing up as one of my devices in Screen Time (iOS 13/iPadOS 13/macOS Catalina)
  3. On my iPad, my Macs aren't showing up as Screen Time Devices.

Help would be greatly appreciated.

For Reference:

  • My iPhone XR and iPad (5th gen) are running iOS/iPadOS 13.1.2.
  • My Macs (2015 MacBook Air & 2017 iMac) are running macOS 10.15.
  • My Screen Time data is shared across devices.

(I wasn't sure what to put as topics for this one for the wide range of topics this covers)

I reached out to Apple Support and Apple’s Engineering Team is working on it. There is no fix yet. Additionally, Apple has labeled it as an iCloud problem (as of now). As of iOS/iPadOS 13.1.3 and macOS 10.15 (Supplemental Update 1) the issue is present.
