Since I have updated my phone to ios13 I have not been getting text notifications when I receive a text. My notifications are on and do not disturb is off. How do I fix this?

I started having this problem today. The only thing that seems to fix it is turning off Bluetooth. Must be a new glitch.

The same thing is happening to me. It's only one person though, my husband. He's on my family plan. I few people have said it could be a family or sharing issue but no one can figure it out.
