I need help I have a problem with refund an app (Nebo) I purchased is by a mistake but when I try to request a refund they tell me (We've determined that your purchase doesn't meet the conditions for a refund) please help me.

Purchases are considered final as you know, but, and depending how you've already contacted Support, you could try contacting them via : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
