New Owner

I just bought a used MacBook Air and I can't download updates because the App store is still under the previous owner's name. How do I remove the previous owner's Id? I remove her from the "manager" part.

Since the former owner didn't erase the computer and set it up again, you need to do that to make it 'your' computer. Start with step 6.
