Disabled iTunes account

How do I enable my account. It will not let my update my payment information. Last month I had a charge that was not supposed to be charged so I called the bank to cancel the charge and now it will not let me update my credit card info because it says it’s disabled.

If the charge was on your iTunes account you should have contacted iTunes Support, not the card issuer. Try contacting iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
