Computer Does Not Recognize iPhone

I need to import photos from my iPhone to my HP Laptop, but when I plug in my iPhone, it does not show up in the file folder. When I try to import using the Microsoft photo app, it says there are no photos to import. I have Windows 10 and downloaded the iTunes app from the Windows store. Both Windows and iTunes are up to date. I've tried uninstalling and reinstalling iTunes multiples times. The USB drivers are all up to date. I've tried multiple USB cables, all official Apple cables. I've checked my services and neither Apple Mobile Device Service nor iPod device service are there, like they were never downloaded, but I don't know if that is the problem because my phone is recognized by iTunes, just not my PC.


When I first tried to import photos, it worked a few times, but it only imported a few photos. My phone used to ask whether I wanted to "trust this device" when I plugged it in, but it doesn't do that anymore.


I'm at a loss and don't know what else to try. Please help.
