How do I download an iTunes song for use as a ringtone in GarageBand?

You cannot use iTunes Store purchases directly as source material for GarageBand projects. See the link I posted earlier.

You do not say what hardware you are using nor what you mean when you say it is "not letting" you. What are you trying? What makes you think the action is not working?

Again you do not provide us with any information about why you cannot download it. If there is an error message, tell us what it says exactly. If something is not responding, tell us what you did and where it stops working. This is like a doctors office and if you go there and simply say, "It hurts," the doctor doesn't know if you need an aspirin or open heart surgery.
