We can't tell you based on the limited information you've provided. What is the Battery Health on your brother's iPhone? Settings > Battery > Battery Health - if it is at 80% or lower, it surely needs a new battery. Whether that will solve the issue, we can't know. But continuing to use an iPhone with a degraded battery is going to cause issues, which can permanently damage the phone.

Apple will test the phone before replacing the battery to see if there is any other damage. There is no way for anyone here to know whether it's just the battery or something else.
