How to Change the billing country of your apple account?

I have valid credit cards for UK, Egypt and Saudi Arabia. while I am currently in Egypt I am urged to change the country of billing just to pay for my subscriptions; all credit cards in Egypt are of low international spending limit and that makes paying for such licenses and subscriptions nearly impossible. The issue begun around 2-3 years ago and apple have yet failed to fill the void and provide a "single-button" solution. I am not willing to break apple's terms and conditions by cancelling current subscriptions, changing my billing address, and providing a matching card, as I am not leaving Cairo anytime soon.

I hope apple cared enough to provide the one obvious solution of offering gift cards and iTunes balance in EGP. or at least offer a currency exchange program for Egyptian customers, where they change foreign USD and GBP iTunes balance to a matching EGP balance to be used in the app stores, or at least let us use Apple Pay. Apple offers educational discounts for Egyptian university students on Apple Music and apple one - ironically enough I have never seen a university student with World Elite Mastercard or Visa Infinite- the only 2 cards that offer limitless USD payments.
