A Mac login-name on one computer Is Not the same account as the same login-name on another computer. It will only has the same login password if you have deliberately set it up that way. am[nd that login on one computer could be a regular user on one computer, and an Admin user on another, if you set it up that way.

Especially when administering Preferences for files, the Mac uses user-numbers internally, not names.

Login accounts are strictly local to the computer, and nothing about them is shared with other Macs nearby or with your Apple-ID account.

... And all of these are separate from Apple-ID account and passwords, which are hosted by Apple on the web.

I have two computers, a 2010 MacBook Pro and a 2015 iMac. They both have the same Apple ID, but the password works on one and not the other.

What can I do?

Hmmm. seems odd.

Is this an old issue, a new issue, what changed?
