When creating a Table of Contents in Pages for iPad, it’s not possible to modify the steps between the item and the page number, resulting in this. This has been a problem for years and plainly needs more visibility for attention.
It kind of makes a mockery of the iPad Pro that we can’t even do that simple thing.

I feel your pain my friend , I haven't fully grasped the Pages App concept after seven years .
This is about paragraph styles & insertion points :
Open the document > … tap the three dots in the orange circle > help > Pages help >
🟧 tap on the orange square with the horizontal lines ( menu ) > document parts >
table of contents . Tap each ^ to view the three sections of directions .

Table of Contents generation on iPad OS seems to be faulty.
