Unable to cancel iCloud payments after subscribing to Apple One?
why cant i cancel payments for iCloud that should have been cancelled when I subscribed to apple one

Apple One should automatically cancel any other included stand alone subscriptions you may already have.
For iCloud there are some caveats though:

If your own subscription is for more storage than what your Apple One subscription offers, it will keep both. In this case you should be able to go iCloud Settings in your device and cancel it so you only keep them one from Apple One.

If that does not work, then please explain what happens when you try to cancel or downgrade it.
