Seems you have already done some trouble-shooting with no solution as yet,
yet we have no idea what you (or Apple support) have tried, or not yet tried, so can only start from scratch,
Where are you looking for them, when you expect to see incoming FaceTime messages ?
Ie: Do people have your email address (wi-fi) or your phone number (cellular data + plan) to send you FaceTime messages ? Is what is in place sufficient for messages to reach your FaceTime app on Mac ?
(Eg: Are messages sent via cellular data allowed by provider's plan ... are messages forwarded to your Mac ?)
