What are the steps to deactivate the firewall so I can engage Time Machine backup. My 13" MacBook Pro is from 2016 and running Monterey Version 12.7.6

On macOS Monterey (including 2016 MacBooks), the firewall is under
System Preferences → network→ Firewall → Turn Off Firewall
You usually don’t need to disable the firewall for Time Machine.
If you’re backing up to a network drive, make sure file sharing is enabled and both devices are on the same network.

I have 2010, 2013 and 2015 Macs running Time Machine backups and they all have the Firewall on.

Is there some bigger issue here?

Time Machine should not be affected by the Apple firewall.
What is happening here?
If the Time Machine server is running Samba, make sure the Samba server is not running one of the 4.22 versions that has the Time Machine support bug. that bug was fixed in the latest 4.22.x and 4.23.x versions.

The macOS firewall is unrelated. Read Time Machine troubleshooting on Mac - Apple Support. Avoid The XY Problem.
