Seeing your note titles without their content is alarming, but this usually happens because the iPad has downloaded the small metadata for the titles while the larger note bodies are still in the process of syncing from Apple's servers. When you toggled the sync settings, you forced the iPad to clear its local database and start a fresh download, which can take considerable time for over 100 notes. To resolve this, first verify that your content is visible at iCloud.com/notes to ensure the data is safe in the cloud.

Then, keep your iPad connected to Wi-Fi and a charger with the Notes app open to prioritize the download. Additionally, check the "Recently Deleted" folder in your Folders list to ensure nothing was accidentally moved during the reset.
