The Health app has 5GB of data on my iPad. I never use Health on the iPad. I do use it on my iPhone.
can I delete my health data on the iPad but retain it on my iPhone and in the Cloud?

Yes, you can. Settings, Account (your name at the top of the left menu list), iCloud, Saved to iCloud - see all, Health, turn off Synch to iCloud. You can also delete its data from Manage Storage.
