You have over-studied this, I think.
What you report, connecting the charger and initially not charging but showing connected and then starting to charge seconds later ... I see that behavior on all the Mac laptops we use since the 2019 model (MacBook Pro). They all do that. On much older laptops, the charging starts very quickly; on the newer units, there is a delay of ~ seconds, maybe as much as 10 or 20 seconds. I believe this is normal behavior.
You should turn on battery health management (optimized charging) if you want your battery to last as long as possible. Since replacing a Mac laptop battery is now a rather complex task that requires a trained technician and costs a not insignificant amount, it is best to ensure that the battery lifetime is maximized. Battery health management also makes it much less likely that your battery will become swollen or exhibit other anomalies and failure modes.
