Apple Watch Series 11 Wi-Fi turns on automatically

I have a new Apple Watch series 11. I turn the WiFi off on the watch and then later on in the day when the battery is getting low, I look and the WiFi is now ON! Not turned on by me! How do I stop this from happening? I don’t need WiFi for anything just Bluetooth. I also have a iPhone 13. Thanks Mia
