i used my apple account to sign into Spotify. I received an email acknowledging this, however it was from a private relay email account . I thought that private relay accounts are only included with Apple +

It would seem you have subscribed to iCloud+, either directly, or via Apple One.
Private Relay and Hide My Email are separate mechanisms, with different purposes and different implementations.
The former uses proxies to prevent either end of a web connection from knowing the address of the other end of the connection, while the latter avoids exposing email addresses.
