I got a backpack at an estate sale that had an AirTag in it. It is still tied to the original users account.
i tried the remove battery (5 times) solution that I found but the tone is the same every time. I even replaced the battery but still nothing. Is there something else to try?

No, there's nothing else to try. Only the original owner (to whom the AirTag is registered) can remove the Tag from their Apple Account.
While the AirTag can be reset by removing the battery, this process doesn't disassociate the Tag from the owner. As such, unless you can independently contact and persuade the owner to release the Tag from their account, you'll not be able to reuse it.
