Why does the App Store demand a bank card for app downloads?

Hello, I can't download applications in the app store because they ask me for a bank card, I fill out my card and a message from the bank that there is not enough funds, and the applications are not downloaded, more than one application does not download all the application, why does the appstore demand money from me? Please figure it out

If you owe money for a previous purchase, Apple may require you pay that first.
