Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.

This doesn't answer my question. I already wrote that your link don't work. I also see on Reddit that I'm not the only one having this huge problem with it.
How exactly can I contact the iTunes Store staff?
I can't because I no longer have a card of the country region.
