My iPad Mini(6Gen) touch screen isn't letting me power down or close apps

My iPad Mini (Gen 6) won't power down. When the power down screen appears, the touch screen isn't responding to the power down command, only the cancel shut down command. I'm unable to swipe close any open apps. Does anyone have any recommendations? My closest Apple Store is over 2 hours away and Best Buy Geek Squad haven't ever been helpful in my experience.
