How do I fix 'cannot connect retry' error in payments and shipping on iPhone?

On my phone, when I’m in my account, if I open payments and shipping I get a black screen with the message ‘cannot connect retry’

Ive tried everything I can think of to fix this but nothing help. Also, the App Store is refusing to let me log in. When I do it opens up, but when I click on an app to download it takes me back to the login page…???!? Can anyone help?

Restart your equipment and/or sign out and back in again, and try again.

Remove the VPN entirely, don't just turn off.
