Cannot update iCloud terms and conditions

I cannot update the new iCloud terms and conditions. I am receiving the messsge-cannot complete action.

This error message typically occurs when your device is running slightly older software that cannot communicate effectively with Apple's new servers, or when a temporary connection glitch prevents the "I agree" signal from processing. The fastest and most reliable workaround is to bypass your device’s settings entirely and accept the terms through a web browser. Simply open Safari or Chrome, log in to iCloud.com using your Apple ID, and you should be immediately prompted to accept the new Terms and Conditions there. Once you accept them on the website, restart your device; the "Master Record" of your account will update, and the notification in your settings should disappear.


If the browser method does not resolve the issue, the problem is likely rooted in your device's software or network connection. Apple frequently bundles new terms with system updates, so if your iOS is outdated, it may lack the code necessary to process the agreement. Go to Settings, then General, and select Software Update to install any pending updates. Additionally, security software such as VPNs or iCloud Private Relay can sometimes block the verification signal. If you have a VPN enabled, turn it off completely, and temporarily disable Private Relay in your iCloud settings before trying to accept the terms again.


When neither updates nor network changes fix the problem, your account's login "token" may be stale, requiring a fresh connection. To fix this, go to your Apple ID settings and sign out of your account completely. You can choose to keep a copy of your data on the phone to save time when prompted.
