Safari fails to export browsing data

Safari 18.6 Fails to Export Bookmarks or other data

I am unable to use "Export Browsing Data to File..." the process asks me for my user password (entered correctly), afterwhich it puts up an Export Failed dialogue "Safari failed to export browsing data." There also seems to be a phantom file by the name of the Export deposited in my Downloads folder, but I can not see or access it with Finder. Ventura 13.7.8
