Is it true that my MacBook Pro 13 inch 2017, two thunderbolt 3 ports is "too old" to support a Magic Mouse 2 and it's full capacities, i.e. the touch/track pad on the mouse? Is my laptop limited now to Ventura 13.7.8?

For what it's worth, your 2017 MBP and Magic Mouse 2 are compatible, it's not with the Magic Mouse USB-C. Ventura is the latest version of macOS supported by your Mac.
It seems to be a problem with Magic Mouse model with the USB C connector and Ventura because my computer is definitely not recognizing it for some components. It doesn't recognize it for battery levels and doesn't work for touch scrolling on the top of the mouse.
any guesses why this particular model of mouse won't work to it's full capacity then? I am assuming it's because my computer is now limited to Ventura and this mouse requires a higher version of the OS.
