AppleCare plus and still got charged a service fee

I called and setup an appt to replace my battery. I have an IPhone 14 Pro and Apple Care Plus. The battery health is at 79% and the test results said I needed a new battery. I called Apple support and was told that I had to pay $99 service fee. When I asked why was I paying $10 a month then he said to think of it like a deductible. What!? This isn’t right!!
