How do I reposition the format tool bar in Mac Mail Tahoe 26.1

Hi Everyone, 

Since upgrading to the latest Mac Tahoe version 26.1, my mail now has the format toolbar menu in the window where I type my email.

It used to be up the top and not where it is sitting now, See attached Screenshot.

I wanting to know if I can get rid of it from the window and put it back where it was.

I know you can simply hide the tool bar, I don't want to hide it, just move it if that makes sense.
