To provide the equivalent charging wattage as your 96W power supply, you would need 96W from the power bank. My MacBook Pro also came with a 96W power supply; I obtained the 140W power bank because (a) I wanted to be able to use it to charge multiple devices (it can handle up to three with its three ports), and (b) newer MacBook Pros come with 140W power supplies and I wanted to be ready for a future Mac that utilizes more than 96W.
The Anker power bank can charge through the three ports (2xUSB-C + 1xUSB-A)as shown below. If just one port is used, it can provide 140W. If two USB-C ports are used, they can together sum to 140W. If one USB-C port is used and one USB-A port is used, then the USB-C can support 100W and the USB-A can support 18W (e.g. charge a laptop and iPhone at the same time). If all three are used at once, then the two USB-C can support 122W in sum and the USB-A can support 18W. My guess is that other brands/models are similar.

Yes, for your MacBook Pro. See my other reply regarding the Anker power bank I have been using. If you want to charge both an iPhone and your laptop, the one I have does that with more capacity to spare ... other models might have fewer ports or less wattage but still could be adequate as long as your laptop is getting something close to 90W or more and the iPhone is getting 15W or more.
Something else to consider: the one I use provides 24,000 mAh. The more mAh you get, the more capacity and the longer you can power devices. But more capacity also costs more and it also drives up the mass of the power bank. The manufacturers provide all this information for their models.
Also, the unit I obtained has a little screen that shows power left in the device, charging rate, and time to finish charging.
Most of the portable power banks you will find for sale are intended the charge your phone. Their output power (compared to what is needed for a Mac) is almost negligible.
Depending on exactly which model M4 MacBook Pro 14-in you have, it shipped with a 70 Watt or a 96 Watt power adapter. That is the kind of output you will need to charge and run that computer in an acceptable way.
it MUST support USB-C Power Delivery Protocol or it will only be able to trickle-charge, which can take days to recharge.
