How can I clear my Apple Account balance to change region?
I want to change my Apple ID region to Libya but I have an unspendable balance of $0.27
Please remove it so I can switch the region.

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method from the current region for the extra amount; if you can't, click here and ask the iTunes Store staff to zero it.
