Did you read the posts that were provided. Apple is not here and since we are just users like you, it is not possible for us to do that for you either. Try the feedback link that was posted.

Personally, I think it is much better on the bottom and makes more sense to have it closer to the keyboard. It takes up the same screen real estate having it on the bottom compared to the top.

iOS design team is going downhill when there was backlash with previous try with Safari; and decided to continue shove it down our throats
