I can log into both those web sites with a MacBook Pro 16" laptop running Sequoia 15.7.2. I can also log into them with other computers, including even an iMac 2015. As was indicated by Bob, Error Code 16 is usually related to a security issue. If you are using a VPN (or even if not using it actively, a VPN is installed), or other security tools like Little Snitch, anti-virus, anti-malware, or even certain Safari extensions, any of those could lead to this error.
