I can't access previous purchases on MacBook Air M1 using my Apple ID

I have an apple account for over 10 years and used it on my iPad and iPhones. I bought my first MacBook Air M1 about 1 Year ago on Ebay. After I pass the setup process on the MacBook I want to access my previous purchases on the TV App, but there was the: "this device is associated with another Apple Account. You cannot associate this device with another Apple Account for 90 days." message. First I thought, this message was because the previous owner of the MacBook was still holding it in his account. But I could access to my purchases by acknowledge the Message. So I was used to the message and accepted it purchase by purchase unit in the last weeks the Message was persistent an I couldn't download my purchases anymore.

After a few seconds I get a error like this: (err=3049)

On my other devices associated with my Apple ID could access to the purchase.
