I cannot get the dictation icon back on my Ultra 2 watch when messaging.

If anything else did not work, and to rule out a software issue, erase the watch and pair it again, setting it up as a new device. You will only lose your created Watch faces and may have to activate the cards in your Wallet app again.
Then test the dictation in Messages again.

Did you check, that on your watch -> Settings -> General -> Dictation is enabled?
Any restrictions set up, or is a profile installed?
Did you check the language settings on your Apple Watch?

It appears to be a known issue and can only be solved by a software release. Engineers are working on it, but there is no timeline. Got that from Apple Support.
Where did you buy your Ultra 2?
My Ultra 2 does not have these issues, so it can only be a country specific watchOS issue.

Can you use the Microphone on your iPhone, if you are answering messages?
Did you check the apps allowed to use the Microphone on your iPhone in Settings/Privacy & Security/Microphone?
The only options that show up for me are the emoji icon or the keyboard option. Or when I tap the keyboard option, the scribble options shows up. It never shows me the keyboard, scribble and microphone icon. So basically somewhere the microphone option is missing.
For regular messages on my iPhone, I can use the microphone for voice-to-text.
I followed your second bullet point, but once I get into Security/Microphone, there are apps, but nothing related to Messages. Is there something I should be looking for in there?
Yes. It is set to mirror my iPhone and my language settings are set to English first and Spanish second. Is there another setting I should be looking at there?
I have checked it on my watch and dictation is enabled.
No profiles or restrictions.
Guess I may have to make an appt for the Genius Bar.

If you see this screen on your watch when trying to type:
Tap on the scribble icon (or microphone icon) in the right corner to get back to the icons for all input options:
After that tap on the keyboard icon to bring up the keyboard.
And the watch will remember your input method for the next time.
