While adding a card to Wallet, there is an error that says «Apple Cash unavailable / Add card later». I tried turning off Apple Cash and there is the same problem, that Apple Cash is unavailable. I tried changing region and nothing helps

That’s not your Apple Wallet app. It looks like your Apple Account (formerly known as Apple ID)? Have you tried adding cards to the Wallet app? If so, what is the exact error message?
