Apple TV displaying blue frame repeatedly

All aps. It also will highlight nearly everything on screen including volume frame, the remote layout- just cycles through all possibilities. It does eventually stop after a bit. This just started- I've not had this problem before recently. I thought I had selected something in the system setting which I recently went through, but I cannot seem to find what it was.
