Trash won't empty on macOS

The trash will not empty in 15.7.2 unless I click on the X as seen in screenshot. The other option is to open an app like TrashMe 3 and use it to empty the trash.

Restarting the machine will allow the trash to empty for about 5 times and then it is back to the problem described above.

The version of macOS is the most recent. I have no desire to upgrade to OS 26 at this time.
